If every visitor has to pay a surcharge of £10 per night to stay in the glorious Welsh countryside, that sum would net county councils significant funds to invest in county projects to benefit the people who live in Wales.

Some people will fear that a surcharge of £10 per night will drive tourists away, but that simply isn't true. When people look for accommodation and and find, for example, that a room is £100 a night, or £90 a night, they make their choice not so much according to the difference in price price but according to the difference in the quality of the accommodation.

Enforcement procedures must be tight and rigorous. A method must be devised by which county councils can be certain of the number of nights spent in every place offering accommodation, and thereby be certain of how much income each place of accommodation should forward to the county council on a monthly basis.
